The conflicting viewpoints of the two sections of residents of Gaur City’s 5th venue, a high-rise in Greater Noida West, has become one of the biggest hurdles in the formation of an Apartment Owners Association (AOA) in the society.
The builder of the society has been repeatedly asking the residents to form AOA and take the handover of maintenance services.
One section of the residents is against the formation of AOA as, according to them, most of the facilities that were promised within the society are still incomplete and a handover from the builder is not an option at this point. The second section feels that the formation of AOA will help them better negotiate with the builder on the pending work and will also enable them to ask for better maintenance facilities.
Those against feel that AOA should only be formed when the builder gets a clearance certificate (CC) from the Greater Noida Authority. They have been asking the builder to share information on the progress of facilities that were promised to them such as installation of rooftop solar panels, gym club, banquet hall, community centre, multi-level parking and dispensary.
“These flats were sold in the name of integrated township where a list of facilities were promised to us but haven’t been delivered. Now, the builder is in a hurry to give a handover without the clearance certificate,” said a resident, requesting not to be named.
The group supporting the formation of AOA feels that it is the only way they can demand better maintenance services from the builder.
“Whenever we raise an issue regarding the electricity bill, water bill or anything else, the builder refuses to share details saying the documents can only be shared with an established committee and not with individual flat-owners. The more we delay this issue, more confusing it will get,” said another resident.
According to sources, the issue of establishing AOA had first emerged on March 31 this year when the builder had proposed to increase the maintenance charges to Rs 2 per sq ft against the existing Rs 1.44 per sq ft. The residents had unanimously opposed the hike. “After the residents refused to pay the hike, the builder said he cannot manage the facility at the existing charges,” said a source.
Meanwhile, talking to City Spidey, Manoj Gaur, MD, Gaur Group, said, “All the queries of the residents will be answered after they form AOA. The private agency that is presently looking after the maintenance of the society has refused to continue. That is the reason the residents have been asked to form their own association.”
IP Estate Pvt Ltd, owned by Gaur Group, has been looking after the maintenance of the society so far.
