Dwarka: LG launches Aapda Mitra programme at IP University

Dwarka News: “Role of Aapda Mitra at the time of disaster is very important as they are trained to respond for the purpose. Their help cannot be forgotten as they tender first help at the time of need”, said the LG of Delhi Vinai Kumar Saxena. He was speaking as a chief guest at the launch of the first batch of Apda Mitra training programme being conducted by IP University Dwarka on Tuesday.

He said that 50 – 60 % of the buildings of Delhi have been constructed in an unplanned manner due to the flux of urbanisation, and as a result of it, there was a risk of fire, and earthquake-like disasters. “Seeing these disaster perceptions, the role of Aaapda Mitra volunteers is really significant. We are trying to match other states in the field of disaster management. Aapda Mitra training is a part of this initiative,” said the LG.

He further said, the role of these trained volunteers was not confined to only disasters but expected their response to petty incidents like, road accidents, snatching, eve teasing, etc.

The LG also inaugurated the newly built ‘Atal Incubation Centre’ and ‘Auditorium – Cum – Placement Centre & Open Air Theatre’ of Dwarka campus of the University.

The Principal Secretary(Home), Govt. of NCT of Delhi Ashwani Kumar informed on the occasion, a total of 1,800 Aapda Mitra Volunteers are being trained as a part of this drive. 600 volunteers are being trained by IP University and the rest 1,200 volunteers are being trained by Skill Corporation of India to meet up any disaster needs of Delhi.

Throwing  light on the importance of the training programme the Vice Chancellor of the University Padma Shri Prof. (Dr.) Mahesh Verma said, “Delhi is not aloof from disaster perceptions like fire, flood, earthquake. Seeing these perceptions, the training programme is significant. Their role is really important as they respond before the arrival of any other response or help at the time of disaster.”

IP University will train 600 Aapda Mitra volunteers selected by Delhi Disaster Management Authority (DDMA). The University will conduct this training programme in a phased manner. At first, the training programme for 100 such volunteers has been started today.

The duration of this basic intensive training programme is 12 days. The training module for these volunteers has been prepared by the Centre of Excellence in Disaster Management(CEMS) of the University with close coordination with DDMA. The training for the next batch will be started after the successful completion of training programme for the previous batch.

The University trained 5,000 ‘ Health Assistants’ for Delhi government at the time of Corona around two years back.

Aapda Mitra scheme was launched by National Disaster Management Authority in May 2016 with a focus on training of community volunteers with the skills that they would need to respond to their community’s immediate needs in the aftermath of a disaster thereby enabling them to undertake basic relief & rescue tasks during emergency situations such as floods, cyclone, earthquake, fire, etc.

The volunteers are trained on basic concepts of disaster management, disaster preparedness, search & rescue, fire safety, first aid, basic life support, snake & animal bites, etc.  Each of them is given an individual emergency responders kit which they can use during emergencies to help others. Apart from this basic training, they have undergone various refresher trainings & drills time to time as per requirements.

NDMA is planning to train one lakh such volunteers at 350 selected districts prone to flood, cyclone, landslide, earthquake, etc. at pan – the India level by the end of this year.

Dwarka on its way to become ‘city of lakes’

Dwarka has a new waterbody and soon there will be more of them. While it may not be fully filled with water, the newly created 7-acre pond in Sector 16, Dwarka will soon present a better view. From Saturday, the amount of treated water sourced from Pappankalan sewage treatment plant (STP) being fed into the lake was increased from five million litres a day to ten million litres. Dwarka news

Delhi Jal Board (DJB) would be using this treated water to create two more water bodies inside the Pappankalan STP in Sector 16, one inside the Dwarka water treatment plant and another inside the Najafgarh STP. All projects would utilise in situ measures, such as aeration, floating wetlands and ozonation to remove excess nutrients.

Dwarka has seen several citizen-oriented efforts in the past few years to revive waterbodies which has resulted in rejuvenation of ponds and lakes in sectors 5, 20, 23 and 24. The focus is now on two waterbodies in sectors 8 and 25.

Built under the “City of Lakes” project by the DJB, which is aimed at rejuvenating water bodies in the capital, the new lake is spread across 28,000 sq metres and will recharge the subsurface aquifers with more than five million litres of water every day.

A DJB official said, “In future, the possibility of groundwater extraction could be explored if it reaches a sufficiently high level. Tube wells may also be installed because several education  institutions and a Law University are located nearby. Groundwater extraction for institutional use can be explored once the levels rise to above 7-8 metres.”

The official explained that the lake could also act as a polishing unit for further purifying the water.

The 155 water bodies being rejuvenated fall in 14 groups, with the first phase ones expected to be completed by June, DJB had earlier informed the monitoring committee. Another 42 ponds and lakes are to  be revived by January 2022, while the rest are expected to be finished  by December next year. The frequently cited reasons behind delays in  completion include budgetary constraints due to the pandemic, the lockdown, election model code of conduct and, in some cases, local  resistance.

CitySpidey talked to Diwan singh, an activist who has worked with several locals and a group ‘Sukh Dukh Ke Sathi’ to revive water bodies in sectors 20 and 23 and recently, sector 24’s Dhool Siras.

Singh said that they were against using STP water, adding that the revived  waterbodies would be able to sustain themselves throughout the year by natural means. “Dwarka has adequate stormwater drains. If they are simply cleared out and diverted to a depression, a waterbody can easily be revived or created. The only safer option to use it is half treated water for horticulture purpose where its impurities can be dealt well with by elements of nature with little chance of waste water reaching the aquifer,” he said.

He further said, “A government agency is not expected to develop such an environmentally damaging model. Only fresh rain water captured through storm water drains is the best option. Dwarka has a good network of  storm water drains. They can be kept clean to receive rainwater runoff  and divert to water bodies. Urban areas present a better scope for water body revival than rural areas. It’s because the runoff coefficient in urban areas is 85. Whereas, in rural areas, it is about 20. So, we have much more rainwater available in urban areas than in rural areas. There is no logic in using waste water when so much rainwater runoff is available.”

Taking care of their plants, everyday

Nature is the epitome of beauty. Whenever we take a break from our industrial surroundings, we crave to get closer to nature, to experience the beauty of it and wonder how it is so gorgeous in its raw form. It is our duty to protect mother nature, however, not a lot of people actually do anything about it.

Ashwani Sharma, 56, a resident of Sector 6 in Dwarka, who is presently running his own business, waters and cleans the parks around his home along with his children. He was inspired by a rickshaw puller.

Dwarka news

Ashwani said, “We saw a rickshaw puller, he took a polybag and fetched water from a nearby tap and started watering plants in a garden. It seemed as if he was practising this for a long time. From there, my children and I were inspired and grabbed 10 to 20 liters of water bottles, filled them up and carried them in the car. We started watering our nearby garden regularly.”

Initially, Sharma and his family were doing this alone, however, now they have started to do efforts to gather more people to be a part of this noble initiative. Ashwani said, “Everyone must have heard the famous quotation – Nature is the painting by God. And we all agree that there is no better masterpiece than this. Just like other masterpieces, this unique and fabulous masterpiece should also be maintained by us as we have reached a stage where everything is made easy with technology. We feel proud to do this and will try our best to help people like us.”

He also added that they try their best to water the plants regularly. Due to the pandemic, they were not able to go out much so they started  feeding dogs. “We think that one on a personal level, can just take a seed and plant it in their nearby garden or maybe a park and if they do it at least twice or thrice a week, very soon a positive drastic change in the pollution, which is increasing alarmingly day by day, will be noticed easily and very soon we won't find any headlines about increasing pollution around us,” said Ashwani.

They think that one should act individually before asking the government or authority to make arrangements at least on issues like taking care of the garden or maybe any park near them.

Ashwani with his kid has also taken part in various cleanup missions like:

  • Tree a throne
  • Movement of cleaning of Bharat Vandana Park

Every Sunday, they used to clean the parks by wearing gloves and carrying garbage bags in sectors 6 and 10. We need people like Ashwani who are doing their bit to protect nature and motivating others as well to do the same.
