Police and RWAs need to work together for better policing: Madhup Tiwari


Joint Commissioner of Police, Western Range, Madhup Tiwari today called for a better bonding between the resident welfare associations (RWAs) and police to improve the safety and security in Dwarka.

Tiwari was addressing the closing ceremony of “Cleaning Fortnight” campaign, which was organised by the Delhi Police in association with RWAs and NGOs of the area. Praising the campaign, Tiwari said that the success of the two weeks’ long cleaning drive has shown how effective police-community partnership can be in bringing a positive change in the society.

Speaking to City Spidey on how to improve security in residential societies, Joint CP said that the Prahari scheme, in which private security guards are trained to make them more confident, is an effective way that needs to be better utilised by RWAs.

He further added that the installation work of CCTV cameras by the Delhi Police at various places was still going on. “RWAs and market associations should also install CCTV cameras at the earliest to help us in improving the security of the area,” he said.

Earlier on Saturday morning, a mass cleaning drive was carried out by RWAs, NGOs and Delhi Police at different locations in the sub city. The programme was jointly organised by the Federation of CGHS, Dwarka and Dwarka Police. General secretary of Federation of CGHS, Dwarka, Sudha Sinha said, “Nine NGOs, several RWAs and managements of CGHS societies took part in the cleaning drive. It was a great initiative.”

NGOs, RWAs and individuals who actively took part in the campaign were also honoured at the occasion. DCP of Dwarka Anto Alphonse said, “The success of this joint effort has shown that residents and police working together as a team can greatly improve the policing in the area.”

Gurgaon: Palam Vihar residents unite to save their green cover from encroachment


In a bid to save the green cover of the area, the residents of Palam Vihar in Gurgaon on Friday started a campaign called ‘Palam Vihar: My Pride.’ The campaign aims to protect all vacant plots in the area, which are meant for green spaces, from being encroached upon.

To start with, the residents planted nearly 100 saplings in the open green space along a natural drain flowing through the colony.

Resident and social activist, Bela Shelat, had called the meeting to unite the residents for the cause. About a month ago, Bela had moved the local court against the developer for selling an open green space to a school. Gurgaon News

Speaking to City Spidey, Bela said, “There was a green space near my house when we first came to live here about 4 or 5 years ago. In June this year, however, construction work started on a green patch along the natural drain. We had contacted town planning department and the developer on the issue but failed. Now, we have filed a case in the local court. I seriously feel that the residents need to stand united to save open spaces as promised by the developer in the original layout plan.” 

Supporting the movement, Rashmi Agarwal, a resident, said, “It is a great initiative. If we don’t do anything now soon we will be left with no green space in our colony. Our green spaces are constantly under the threat of encroachments by real estate developers and land mafia. We need to do everything we can to save the vacant green and open spaces left.”

Gurgaon: Ardee City residents protest over electricity disconnection


The ordeal of residents of Ardee City in Sector 52 of Gurgaon just doesn’t seem to end any time soon. In a repeat of last week’s incident, the electricity supply of several houses was disconnected on Thursday night.

The angry residents had gathered in large numbers in an open area in the colony and shouted slogans against the developer. They also informed the police and the district administration about their plight.

The residents had also complained to the Dakshin Haryana Bijli Vitran Nigam (DHBVN), the distribution company for the area. The matter was settled and electricity was restored around midnight after the police intervened. Gurgaon News

Last week the residents had held a similar protest against the developer of the colony, Ardee Infrastructure Private Limited, after the electricity supply of 25 odd houses was disconnected on September 22 without prior notice.

Ish Singh, an affected resident, said, “Around 2.30 pm I realised that the electricity supply of my house has been disconnected. The reason given was non-payment of dues. However, I have the receipt of the last paid bill.”

The residents claim that they have been paying electricity bills to the developer without fail and there was no reason for the electricity supply to be disconnected.

However, there claim was refuted by the developer. “The electricity of only those houses was disconnected where the residents have not cleared outstanding dues,” said a senior executive of Ardee Infrastructure Private Limited.

On September 1, the DHBVN had taken over the supply of electricity in the colony from the developer. Nearly 2,100, of the total 2,600 houses have applied for the DHBVN connections.

“Since the affected 25 houses have not yet applied for the DHBVN connections, they still come under the developer. The power supply of our colony has always been a problem and that is why we had requested DHBVN to provide us with direct connections. After the takeover, this is the second time that the developer has disconnected electricity supply,” said Parveen Yadav, RWA president.

Speaking to City Spidey, Chaitali Mandhotra, RWA member, said, “The developer has illegally merged maintenance bills with electricity bills. That is the reason we had stopped paying maintenance charges for the last two years. But we have been paying electricity bills without fail. This is just harassment. We have informed Gurgaon DC Vinay Pratap about the issue.”

I’puram: No respite from dug-up Mall Road till next year in Ahinsa Khand II


The residents of Ahinsa Khand II, Indirapuram, will have to wait till the next year to get some relief from the traffic jams owing to dilapidated condition of Mall Road, one of the major stretches of the area.

Even before the Ghaziabad Development Authority (GDA) could start the repair work on the road, which was earlier dug out to lay down a sewer pipeline, a second round of civic work to install the Ganga Water Pipeline is all set to add to the mess.

Assistant Engineer of GDA, Vijay Pratap Singh, said that the work to install the pipeline will begin in two to three days and the road will only be fully repaired by the next year. “The work of installing the Ganga Water Pipeline will finish by the end of December. So, the road is expected to be repaired by the beginning of January next year,” he said.

The Mall Road connects 22 societies and over 40,000 residents of Ahinsa Khand II to the other parts of the city. But for the past few months, the road has become a scene of chaos.

Once the work on sewer pipeline had finished, the GDA had temporarily patched up the road with mud and grit to resume traffic movement. However, the poor patchwork has forced the residents to use the other concreted side for vehicular movement resulting in harrowing traffic jams during the peak hours.

"The whole place is dug up and there has been no repair work. Heavy traffic jams during the rush hours or when school buses enter the road have become a norm. It’s so frustrating to get stuck in jam just after exiting the society gates,” said Ashok Lavanya, a resident of Angel Jupiter society.

The residents also complained that the street lights are not working on the stretch. “Driving on this stretch has become extremely risky during the late hours,” a resident of Cloud 9 society who did not want to be named said.

Meanwhile, Alok Kumar, president of Federation of Apartment Owners Association (FedAOA) said that the development work was worth enduring the short-term trouble. “For years, we have struggled to get the Ganga Water Pipeline in Ahinsa Khand II. I think the residents should acknowledge our struggle and keep a little more patience as at the end of the day, they will only benefit,” he said.

Apathetic SDMC fails to clean filth around market areas in Dwarka


When it comes to managing waste in market areas in Dwarka, it can be said that the South Delhi Municipal Corporation (SDMC) has been a complete failure. Almost all the markets are facing the problem of waste due to the poor system of segregation and collection of waste. Dwarka news

Apart from the SDMC, people are also not cooperating in managing the market areas. The corporation has also failed to implement the waste segregation law in the markets.

Meanwhile, the waste can be seen scattered all over the place. Sometimes, corporation lifts the garbage but it is messy and filthy most of the times.

A resident of Sector 5, Ravi Sharma said, “It is surprising that the corporation is not taking any action against those people who throw garbage on roads. One can see the trucks coming to the market every morning to pick the garbage from the roadside or footpath in front of the markets in sectors 4 and 12. It is a pity that they still are not successful in making the area clean.”

One can see solid and wet waste mixed and dumped on the roads near markets. Also, the hundreds of blue and green dustbins, which were installed as a part of clean India mission, have been completely useless.

It has been observed that neither the market people put segregated waste in them nor the corporation has ever asked them to do so and tried to implement it on the ground.

A resident of Sector 4, Vibha Gautam said, “There is no fear in the minds of people who dump waste. The scattered garbage is telling the story of miserable condition and helplessness of the corporation. Clothes, plastics, kitchen waste etc. are dumped on the road. How they accept it? Why don’t they prosecute the violators as they do it for societies?”

People said that SDMC is strict for societies as they put pressure by enforcing the laws and sending notices to RWAs for violating solid waste management bylaws.

But, at the same time, the corporation finds it difficult to send notices to the market. It might be possible that market associations have political connections and that is why corporation does not take action against them.

SN Singh, a shopkeeper from Sector 12 market said, “The association has good relations with the politicians in the area. As a result, they are also allowing encroachment in the market. Unless SDMC becomes strict, no rule would be implemented.”

However, residents said that the situation is also the same in the markets where there are associations with no political connections.

One of the corporation officials in the area said on the condition of anonymity, “We want to make the whole market areas neat and clean. We want to take stern action and prosecute the violators.”

“But, most of the time, we are under pressure of political people. If they don’t interfere with us then we could effectively implement the laws in markets as far as sanitation is concerned.”

Can the GDA help Gaur Valerio to end its decades-old tussle with builder?


For the last four years, residents of Gaur Valerio in Indirapuram have been in a tussle with the builder, Gaursons India Pvt Ltd, over non-fulfilment of conditions mutually agreed upon during the transfer of society’s maintenance to the RWA.

On Wednesday, the residents met GDA vice-chairman, Kanchan Verma, urging her to persuade the builder to fulfil the conditions mentioned in Memorandum of Transfer (MOT) during transfer of maintenance to the newly constituted RWA in 2014.  Indirapuram News

The builder had looked after the maintenance since 2011.

The MOT comprised a list of half-finished works, which the builder had to conclude within 60 days of the transfer to the RWA.

But four years on, residents continue to wait.

The RWA has alleged that the builder left without finishing the works mentioned in the MOT.

Though the list of “not-met” demands is quite long, the crucial ones include still-not-provided completion certificates, fire NOC, and NOC for the safety of lifts.

Another major issue that has plagued negotiations is the non-payment of Interest-Free Maintenance Security fund by the builder to the RWA. City Spidey had earlier carried out a report on the same.

"We have not been given the IFMS fund, which means we have no surplus funds to deal with the situation in the event of a crisis,” opined Valerio’s RWA president, Anil Kumar Singh.

Singh told City Spidey that the residents were promised two new back-up generators. “The generators we currently have were set up way back in 2008 when the construction of Valerio started.  They break down frequently. Our society goes through hours of darkness owing to faulty generators. But in the absence of IFMS, we have no option but to suffer,” he complained.

When City Spidey contacted the builder, he refuted all the allegations.

“Is it possible for a developer to build without the necessary permissions? We have given all the necessary documents to them. Now, it’s their responsibility to renew the NOCs from the relevant authorities,” lashed out Gaursons MD, Manoj Gaur.

On the subject of IFMS fund, Gaur turned the tables and asked whether the RWA is competent enough to receive the sum. "The RWA has not even been able to pass the resolution in their general body meeting about receiving the IFMS fund," he said.

However, Alok Kumar, President of Federation of Apartments Owners Association (FedAOA), dubbed Gaur’s stand as illogical. "The IFMS fund is an emergency fund, which can only be used to provide aid during an emergency. So logically, it should be with the party who’s taking care of the maintenance.”

He added, “Nowhere has it been said that a general body resolution has to be passed to receive the said fund.  In fact, the IFMS amount should be handed over at the same time of maintenance.”

The V-C has assigned AK Singh, executive engineer of GDA, on the case. Singh said that he will soon call both the parties to examine their claims. 

While Rajeev Munshi, RWA secretary of Valerio, said the society had written of their problems to the GDA earlier also, but the authority failed to take any cognizance of the matter.

BREAKING NEWS: Murder reported from Sector 13 near Radisson Blu Hotel, Dwarka


A murder was reported today morning from Sector 13. It happened in the green area adjacent to Radisson Blu Hotel. 

According to the police, the murder happened around midnight. The victim has been identified as Raja Ram. He was a resident of Bharat Vihar Colony near Sector 14

Police have reached the spot and primary investigation is on.

Satish Mahana visits Noida Authority to review infrastructure projects


Satish Mahana, minister of industrial development, Uttar Pradesh, visited Noida Authority today to review all infrastructure work under way and set deadline for the same.

The projects include a bridge from Noida to Kalindi Kunj; multilevel parking zones in Sectors 16A, 38A, 3, 5; and a traffic park in Sector 108 among others.
The budget has been set at Rs 422.46 crore, and the deadline as March 31, 2019.

Noida Authority is also going to start five new projects to address the traffic situation in the city. They include three new underpasses  — a 2.36-km underpass between Sector 96 and 126, underpass between Sector 51 and 52, another underpass at Sector 71 and 72 and two elevated roads over Shahdara drain, and an elevated road on the DSC road from Aghapur Village to Phase II area.

The budget for these new projects has been set at Rs 1,589.94 crore.

“The timelines for these new projects will be decided by December first week,” Mahana said.

The minister also addressed several other issues during the press conference.

He assured that Noida Authority has undertaken mechanical sweeping for a stretch of 83 km, and 90 km more is to be taken up. He also ordered the Authority to ensure that the process happens only at night.

On the builder-buyer issue, he said letters of possession have been given to 19,960 buyers, and more than 10,000 buyers have been shifted to their flats.

The minister also said a three-minister panel has been formed by the state government to look into the issue of registry, which has remained stuck for more than 40,000 buyers. The panel would also look into issues pertaining to handover from the builder to the AOA.

The panel, he said, is to submit a plan called Maintenance Policy for Builder to the chief minister on the issue.

Dwarka silvers vow to make Sectors 22 and 23 plastic free


In a bid to make Dwarka plastic free, Sukh Dukh Ke Sathi (SDKS) — a voluntary senior citizens’ group — came together today morning to clean the park behind New Kanchanjunga Apartments in Sector 23. Dwarka News

The silvers were joined by the residents and children of the area. SKDS is committed to making Sectors 22 and 23 plastic free.

The members of the group said that the aim of the drive is to spread awareness and sensitize the onlookers towards the plastic menace.

“The campaign takes inspiration from this year’s World Environment Day theme — Beat Plastic Pollution — which was hosted by India on June 5. The campaign will run till October 2,” said Prem Bihari Mishra, general secretary of SDKS, and a resident of Chitrakoot Apartments in Sector 22.

The members added that even after the campaign ends they will carry on with their mission. “We will continue making all efforts until both the sectors are plastic free,” Mishra asserted.

During the campaign, the members aim to clean up main roads, footpaths, parks and markets.

Secretary of SDKS and a resident of New Kanchanjunga Apartments, DC Mathur, said, “Today, we cleaned up one park.  Going forward, we will cover all the parks that come under the South Delhi Municipal Corporation and Delhi Development Authority.”

You can't wish away the strays... but what's the way out?


The stray dog menace has become one of the commonest worries of the residents of high-rises these days in Delhi-NCR, and so is the case with trans-Hindon Area. In a survey conducted by City Spidey of over a dozen societies in the area, the growing stray menace was found to be a major concern for the residents.

The incidents of dogs attacking residents, children and domestic help have instilled panic among the residents of area. 

In Amrapali Village, Indirapuram, a resident had recently filed a police complaint against the RWA after repeated incidents of tearing down of his scooty cover by a stray dog; in Paramount Symphony, Crossings Republik, a stray dog had bitten two children and one lady about a week ago.

The two sides

Such cases have left the residents jittery and also started a debate between dog lovers and the rest over finding a feasible solution to the problem. The opinions are divided into two ideologies.

One section wants to completely restrict the entry of strays (and in some cases even pets) on the premises, while the other group suggests that people should learn to co-exist with dogs. 

Kuldeep Dubey, a resident of Supertech Livingston, said the stray dogs are a threat to the safety of all the residents, especially small children. "Every now and then we keep hearing news of strays attacking and biting small children. There needs to be a solution to this menace," he added.

Sumedha Iyer, president of People for Animals (PFA), said that humans have a tendency to control inferior species. “We tend to do the same in case of dogs because of our pre-conceived notions without knowing whether these actions are lawful or not.” 

Iyer recalled a case of ATS Advantage, Indirapuram, where a lady was bitten by a pet dog and the AOA had ordered the dog owners to cover their dogs’ mouth with a muzzle. “It’s cruel,” said Iyer, “unlike humans, dogs do not sweat. They abstract their body heat from the mouth and covering it for long can lead to cardiac arrest.”

And, as per the Animal Welfare Board of India’s notification, it’s illegal, she added.

Ghaziabad Municipal Corporation has given the contract of vaccination and sterilisation of stray dogs to PFA. Iyer claimed the organisation has sterilised and vaccinated over 90 percent of street dogs in the trans-Hindon area.

But one cannot ignore the rising incidents where people have been attacked by strays on and off the society premises. Just a few days ago, residents of Supertech Ecociti in Noida’s Sector 137 had organised a candle march to protest against stray dog menace in their society.

Iyer said that these cases only happen when dogs are deprived of food. “Scientifically speaking, dogs only bite when they are depressed after being hungry for a long time,” she said.

She added that in high-rises, dogs don’t find food easily. “And if people try to feed them, they face the wrath of other residents, which is again, unconstitutional,” she said.

The Article 51(a) of the Indian Constitution states that it shall be the duty of every citizen to protect and improve the natural environment and to have compassion for living creatures.

Apathy towards Indie breeds

Pooja Shrivastava, a resident of Ajnara Gen-X in Crossings Republik, says that the hypocrisy of dog lovers is adding to the apathy towards strays.

“Most of the dog lovers attach status symbol with international breeds. I have seen owners of these dogs carrying sticks to restrain stray dogs coming near to their pets. Instead, they should promote feeding and adopting of street dogs,” she said.

The roadmap ahead...

Dog lovers feel that the only long-lasting solution for the problem is that people with pets should start adopting strays and develop feeding corners on the premises.

“The issue can only be solved if every dog lover starts adopting indigenous breed aka stray dogs. Each society should have feeding corners where the stray dogs could be fed,” said Pooja.

Kaushik Ghosh, a resident of Regalia Heights, said that a group of residents from his society have been regularly feeding around thirteen dogs for many years and they haven’t witnessed a single incident of a dog bite till now. “They all guard our compound and have become a part of the society,” he said.

Lipika Bhushan, a resident of ATS Advantage, also suggested that the problem could be solved by feeding and training strays as watchdogs. “Especially in independent housing societies, these dogs can help in better surveillance of the society.”

Iyer also suggested a comprehensive approach to the issue.

“Rapid urbanisation has snatched away the natural territories of dogs. Instead of shooing them away, people should introduce themselves and their kids to the dogs, and provide them shelter. It will help build compassion towards animals in their kids,” she said.

Dwarka's CGHS Federation kickstarts campaign on internal security


In the wake of the recent incidents of serial thefts and burglary inside the cooperative group housing societies (CGHS) in Dwarka, Federation of CGHS has planned to initiate a campaign to improve security within premises. RWAs, managements and police will also be involved in the campaign.

General secretary of Federation of CGHS, Dwarka, Sudha Sinha, said, “There’s dire need for such a campaign, as the recent incidents have revealed several gaps in internal security. Besides setting up direct meetings, we will also spread awareness through our WhatsApp groups.” Dwarka News

She added, “Training of guards under Delhi Police’s Prahri* scheme will be a major part of our campaign. We will ask societies to send guards for training. We’ll also have workshops in collaboration with the police and other security agencies.”

The Federation, which has about 200 societies under its aegis, has started meetings with managements of societies across Dwarka.

Secretary of Federation of CGHS, V Selvarajan, said, “We’ll certainly interface more with the police now. We’ll increase meetings with RWAs and training programmes for guards. Free medical check-up for society guards is also on the anvil.”

*Prahri is a Delhi Police scheme launched in Dwarka, which allows private security guards to be trained by the police.

GDA appoints consultancy firm to augment sewage network in Indirapuram


To sort out the long-standing problems related to the sewage and drainage network in Indirapuram, the Ghaziabad Development Authority (GDA) has appointed a Delhi based consultancy firm Min Mec Consultancy Pvt Ltd.

The firm will now be examining the existing network and chalking out plans to make it better. The GDA has asked the firm to prepare a Detailed Project Report (DPR) for the betterment of the sewage, drainage and water network of the whole area. Indirapuram News

Indirapuram witnessed massive waterlogging and backflow of sewage water during this year’s monsoon.
GDA’s Executive Engineer of Indirapuram zone, Manvendra Singh told City Spidey that three months of time has been provided to the consultancy which started in September. “We will get DPR by December. On its basis, the authority will augment the sewer, water and drainage system in Indirapuram,” the letter read.

Singh also said that the time frame has not been set to complete the work which will be mentioned in the DPR. “However, we will try to finish the work before the advent of next monsoon,” he said.

Assistant Engineer, GDA, Vijay Pratap Yadav said that the need for augmentation work depends on the report to be delivered by the consultancy. “Firstly, they will study why the issue persists and whether the existing sewage and drainage infrastructure is at par to cater the requirement of area’s population,” he said.

City Spidey had earlier reported that Ritu Maheshwari, then GDA’s Vice Chairman had plans to hire a consultant to come up with a plan to improve Indirapuram’s sewage and drainage system.

Alok Kumar, President of Federation of Apartments Owners Association said that augmentation is urgently needed at the moment as the surging population is building pressure on the existing infrastructure.

“According to 2021 masterplan, Indirapuram was supposed to be a low population density area. But, since the authority has allowed more floor area ratio to builders, the area has been converted into high population density area,” he said.

“We need an efficient infrastructure and a technical survey from a non-partisan party will surely bring forth the anomalies with existing infra and a layout for its improvement,” he said.

Recent spate of burglaries in Dwarka reveal serious security lapses



Serial incidents of burglaries in Dwarka this month have raised questions about security arrangements in societies. RWAs and managements are now discussing the loopholes that could have led to the repeat burglaries.
Here’s something to chew on:

At Elephanta Heights in Sector 10 — one of the societies that reported a burglary — there were no CCTV cameras, neither was any police verification done for maids. Police also pointed out that the security agency that was hired was not registered and even the manager of the society was not verified.

Commenting on these obvious lapses, president of Dwarka Forum, Rejimon CK, said, “What happened shows the negligence or casual attitude towards security on premises. Residents, the managing committee, the general body of RWAs are also responsible to a great extent.”

He continued, “Most societies have old cameras; the security guards are untrained and poorly managed; there’s no servant or tenant verification. Why there’s no accountability clause in hiring guards? Why not hire licensed guards? Why pay less and invite danger?”

To this, secretary of Federation of CGHS, Dwarka, V Selvarajan, added, “Senior citizens are easy victims in several cases. When residents go out on holidays, they must inform the society management. But then again, one has to be careful against informers from within, who could pass on the information. It’s a complex process and all angles would have to be looked into.”  

Selvarajan feels while CCTV is mandatory, residents also need to be more alert — if they suspect anyone on the inside they must immediately bring it to the knowledge of the managing committee.

G’gaon: Roundabout at GC Road turns into pond due to leakage from pipeline


Due to constant leakage from a water pipeline since last one month, a big roundabout in Sector-54 on Golf Course Road has turned into a pond. As the water has been accumulated for a long period of time, it has turned dirty and also become a point for the breeding of mosquitoes.

The nearby residents are facing a lot of problems due to this. They said that they have complained to the authorities many times but no action has been taken so far.
The residents said that it is criminal to have a pond on the road as already 113 cases of malaria and 27 dengue cases have been reported from the city.

They are now taking the help of social media to highlight the issue. They have posted pictures on social media sites like Facebook and Twitter and sent e-mails to the civic agencies to request action on the matter.

When the issue was highlighted on social media, the official came into action. Junior Engineer (JE) of Municipal Corporation of Gurugram(MCG) had carried out an inspection at the spot and found leakage from the main Huda water line.

“We supply water twice a day but the leakage is continuous, after checking the problem it was discovered that the pipelines belong to Huda and they are informed about the issue. The problem will be resolved at the earliest”, said Kuldeep Kumar, JE.

A resident of Alankar Apartments, Subhash Sharma said, “The water pipeline has not been repaired for last four months. The water is getting accumulated and a small pond has been developed. It has also become breeding places for mosquitoes causing dengue or malaria. I have been writing to the authorities for the last four months but did not receive any reply, it was only after I posted on Facebook they responded”.

The roundabout sees hundreds of vehicles crossing through it every day. The commuters are exposed to the vector-borne diseases.

Commuters going towards sectors 56, 57, 53 and 54 use this road.

Internal conflict within JM Orchid’s AOA leads to halting of maintenance work


An internal conflict within the AOA body at JM Orchid has dearly affected the residents living in the society. It has led to the halting of all the maintenance work at the society.

The maintenance work was halted after the secretary of the AOA, Anurag Dhandha, refused to sign a cheque to buy the diesel for power backup. Not only he refused to sign the cheque but he also went on a two-day vacation. Noida News

However, the conflict started when the secretary had levelled corruption charges against the president of AOA, Jitendra Pratap Singh. Then, a board meeting happened on August 9. A new president, SC Bhalla, and a new treasurer, Rahul Bhandari, were elected without informing the residents.

Meanwhile, the residents are on tenterhooks. They said that the AOA needs to take the responsibility of the society as they have elected them for it.

A member of AOA body, Anandi Mishra said that all the residents suffered during power cut last night as there was no diesel available for power backup.

“Without the power supply, the lifts are not working and water supply has also been interrupted. Last night, a resident was discharged from a hospital. While coming back to his flat, he got stuck in the lift. Many such kinds of lift issues came to the fore in the morning as well,” Mishra added.

Ex-president said that the bank has refused to change the signing authority without a proper letter from the Meerut registrar.

“On September 24, we met the registrar and he listened to both parties and told that he will take the decision and he will tell them whether a new election of the AOA body will happen,” Mishra said.

On the other hand, Dhandha said that all the allegations are false. He said that the whole issue has been orchestrated in the society.

“I never refused anyone to sign the cheque. The chequebook is in the hands of Singh. The cash is in his hands only. He should have bought diesel from the cash that he has,” Dhanda added.

On August 5, an audio proof was presented to the AOA body supporting allegations of corruption against ex-president and ex-treasurer of the AOA. The majority of the people in the meeting had decided to sack them.

“We had received two audio clips. In the first one, ex-treasurer could be heard talking to someone from our security agency about kickback payments of Rs 15,000 per month to reduce penalty amounts,” said Dhandha.

“In the second clip, Singh was heard talking to a security agency person about one-time payment of Rs 1 lakh on the award of a contract and a monthly kickback of Rs 20,000,” he added.

Vikrant Safeguard India Pvt Ltd is the security vendor of JM Orchid since July 2017. On August 5, the security company had also complained to police about ex-president and ex-treasurer asking for a bribe.

“From the past 4 months, the payment has not been done by the AOA body and which is around Rs 30 lakh. There are more than 40 guards deployed in the society and AOA did this to us. Security agency staffs are facing extreme humiliation by ex-president in the form of threats, unethical debits, withholding of payments” an official from the security agency stated.

FedAOA urges GDA to develop a common park in Raj Nagar Extn

The absence of a public park has spurred the Federation of Apartments Owner Association (FedAOA) to demand one from the Ghaziabad Development Authority (GDA). The Federation has even suggested a spot—a vacant plot next to SCC Heights — which could be turned into a public park for the Extension residents.

The FedAOA members had last week met vice chairman of GDA, Kanchan Verma, and submitted their request. The VC has assigned the matter to the horticulture department.

Alok Kumar, President of FedAOA, said, “The GDA has not developed any public park or playground for the thousands of people living in Rajnagar Extension. These residents need a place for their morning walks and kids need a bigger place to play.” Ghaziabad News

Rajnagar extension is being developed as a township by private developers under the supervision of GDA. The area consists of over 50 societies with thousands of residents living in them.

Though each residential society has developed a park on its premises, the FedAOA feels these are not enough for the growing  population of the area. “The parks in the societies do not have enough play area for the kids, nor is their enough space for the residents. That’s why we want the authority to develop a bigger park to accommodate everyone’s requirements,” said Kumar.

The FedAOA also complained to the GDA about the encroachment on the suggested land. Kumar said that a “land mafia” has illegally built a temple on the land. A few makeshift shops have also come up in the area, which will, over the time, become permanent if the authority doesn’t pay attention, he added.

Meanwhile, Rajnagar Extension Substation is also situated on the same land. Speaking to City Spidey, Rajneesh Kumar, a substation official, said, “There has been an ongoing dispute over the land between GDA and a private owner. The GDA itself had allotted a portion of the land to build the substation.”

City Spidey also reached out to the shop-owners mentioned by the FedAOA in its letter to the GDA. One of the shop-owners refuted the claim that his shop was illegal. “The land on which my shop is built belongs to my uncle,” he said.

Great Value Sharanam residents get legal notices for protesting against builder


The residents of Great Value Sharnam have received legal notices for protesting against the builder earlier this month. Police complaints were also filed against them.

This has happened despite the prior intimation about the protest to DM office and Sector-39 police station.
The residents apprised that they protested inside the society’s premise due to encroachment in the green area for further development and issues related to water, electricity and hygiene.

They also protested against the alleged fraud of diverting maintenance funds for construction work.

The notices and complaints were also sent to a deceased person and a 70-year-old lady who is living without her children at the society.

Some of the clauses imposed by the builder amount to a non-bailable offence and the residents can be arrested anytime soon. Police have also started visiting the resident’s homes.

Now, the builder is planning to up the ante against the residents who will continue to protest or raise their voices even on social media.

The residents said that they have decided to move to the court and also file a counter complaint. Now, they are planning to protest in different ways and campaign on Twitter with help of their family’s and friends’ networks.

A resident, Sanket Jalan said that they are paying maintenance charge at Rs 2.50 per sqft but the builder is providing them with the third-grade service. He said that the builder did nothing when they raised their concerns to him.

“Last month, a robbery happened in my flat. When the police came for investigation, they found that the police verification of the vendors and maids were not done by the builder. This is the main security concern for all residents,” Jalan added.

Jalan also said that the parking space has not been made according to building bylaws. He alleged that the builder has not provided the ample amount of parking slots.

“The builder has also changed the layout plan without informing the residents. This is an illegal thing and Noida Authority is also silent on this matter,” Jalan said.

When City Spidey tried to contact General Manager of Great Value Sharnam, RS Sharma, he was not available for comments.

Noida Extension: Man, 2 children get stuck in lift at La Residentia


In another incident related to lifts in high-rises, a resident along with his two children got stuck for over thirty minutes in an elevator at La Residentia society in Noida extension on Monday.

The incident happened when Rajeev Ranjan was returning to his flat at Tower-10 after picking his kids from the school bus. Noida News

They boarded the lift which moved and then stopped after a few seconds with a noisy thud. ”We became unstable inside when the lift abruptly stopped,” Ranjan said.

He further said that it became completely dark inside and the children started panicking.

All three of them were shouting for help and beating lift doors for more than 25 minutes. The help finally arrived and all of them were rescued unharmed.

Ranjan alleged that during their ordeal, the emergency bell, Automatic Rescue Device (ARD) and intercom were not working.

The residents alleged that the UPS, which is supposed to take the lift to the nearest floor during such emergency situations, was not there. As the maintenance team did not have any technician for the lift, they were only rescued after thirty minutes.

Residents said that when they confronted the maintenance staff, they said that they are aware of the situation. “However, they did not comment on why they are operating it even after knowing the dangers it can pose,” said Ranjan.

City Spidey tried to contact the maintenance staff of the society but the calls went unanswered.

The residents of Noida, Greater Noida and Ghaziabad have been demanding a lift policy that will help the administration in ensuring the proper installation, operation and maintenance of lifts in buildings.

There are more than two thousand high rise buildings in Noida, Greater Noida and Ghaziabad. The residents getting stuck in the lift has become an everyday affair in the societies. No one takes the responsibility for the causalities happening in the lift.

Meanwhile, the Noida Authority had issued new guidelines of the lift policy earlier this month. The Authority had also sent a letter to 29 builders asking them to submit a detailed report about the maintenance and security measures of the elevator undertaken by them in the last year.

According to the lift policy guidelines, now the builders and the AOAs of the societies would be responsible for any lift incident.

In Noida, there are 105 societies and 36 of which are maintained and supervised by the AOA. Rest are under the control of the builders. In the next phase, the Authority will send the same letter to 36 societies which are controlled by the AOAs.

Serial burglaries in Dwarka last week suggest a gang on prowl


A gang of burglars is on the prowl in Dwarka, as repeated incidents of burglary in locked flats of Sector 10 point out. Police has CCTV footage from the societies where the incidents happened, and it appears that the burglars were well-acquainted with the surroundings.  

All the incidents in three different societies in Sector 10 happened in locked flats.

Last Wednesday, three flats at Elephanta Heights were burgled; one day later on 21st, it happened in one of the flats in Bandhu Vihar; and on the night of 22nd, three flats were burgled in Fakhruddin Ali Apartments of Sector 10. Dwarka News

An FIR has been lodged at Dwarka South Police Station and investigation is under way.

Police has CCTV footage from Bandhu Vihar and Fakharauddin Ali.

Treasurer of Fakhruddin Ali Apartments, Khalil Ahmed, spoke to City Spidey on the subject.

“From the CCTV footage, it seemed like they knew everything about the society — they even knew about the CCTV cameras. They were avoiding the cameras. There’s definitely a gang at work.”

Earlier this month, two more incidents were reported from Bank Enclave in Sector 22 and Apoorva Apartments in Sector 5.

According to residents, in 2016 too, burglars had attempted to rob locked flats in Crescent Apartments of Sector 18 — such incidents were common during 2010-11.

RK Singh, a resident of Sector 12, said, “This is a really serious matter. All RWAs, managements of societies must hire efficient security on the premises — in fact the guards must know how to deal with such incidents. And of course, all premises must have CCTV cameras.”

Amrapali Village’s residents protest against long-pending road connecting NH 24



Three cases of burglary were reported from Elephanta Heights in Sector 10 in Dwarka on the night of September 19. An FIR was registered in the case on September 20, informed the president of the society, Vijay Kaul.

Since all the three burglaries happened on the same night, the residents of one of the poshest societies in the area have been a worried lot.

According to the police, all the three flats were locked when the incident happened, as the owners were out of the city. Initially, burglaries were reported from flat numbers 807 (owned by a woman) and 610 (owned by CK Dikshit), but later flat 507 was also found burgled (its owner lives in Dubai). Diskhit is a senior citizen, who lives with his wife in the society.

Police said that the locks on the main door weren’t broken as the burglars entered through the door at the back that was left opened. During primary investigation, it was found that CCTV cameras aren’t installed on the society premises. The police verification of maids and servants was also found incomplete. Even the manager working in the society wasn’t verified, said police officials.

The officials also felt that the security in the society wasn’t up to the mark as there were only two guards present on night duty. The society did not maintain any record of flats that were locked.

I’puram: Rishabh Cloud Nine residents protest against ill-maintenance of society


The residents of Rishabh Cloud Nine society on Sunday carried out a protest rally against the developer for not maintaining the residential complex properly at Indirapuram.

The rally started from the society’s premise and ended at the builder’s office situated at a distance of 200-meter from the society. The residents shouted slogans and raised banners highlighting their concern. Indirapuram News

The residents told City Spidey that there is a list of issues which need immediate attention from the builder.

“We are facing seepage issue in the basement and between towers. We are not provided with a space for greenery. Our parking space is incomplete. We are also forced to use highly contaminated water,” residents echoed.

The resident also told that the high level of TDS in water is the most serious issue which is directly affecting the health of all the residents of the society.

R.K Bhatnagar, a senior citizen and resident of the society alleged that they are forced to use high TDS water as the RO system of the society is defunct since last three months.

“We are witnessing TDS level of over 2,800 in the supplied water. The water is not just hazardous to consume; it is also unfit to utilise it in daily chores,” he said.

However, Ajay Jain, General Manager of Sales and Marketing, Rishabh Group, claimed that the centralized RO system is fully functional. However, he admitted that the current stream of supplied water is not filtered via the centralized system. He said that the sample of water has gone for testing whose report is expected to come within three days.

While Singh admitted the water testing, he also rebuffed the allegations of the presence of high TDS in water.

“We have also provided personal RO system to each of the flats,” Singh added.

However, apart from drinking, water is used in multiple household chores like bathing and exposure to water with high TDS value can impact the health of skin as well.


Assistant Vice President, Anadi Mishra blamed the non-existence of AOA body in the society as the main reason behind all the problems that the residents are facing.

“We have been continuously asking the residents to form an AOA body and take over the maintenance of the society. We are ready to hand over the maintenance but they are deliberately not forming an AOA,” Mishra said.

Mishra also informed that a deadline was given to residents to form AOA by 15th August which was extended till September 30th.

Sandeep Pandey, a resident of the society, admitted to the communication with the builder to form the AOA. However, he also informed that the society had an AOA at one point in time.

“We had an RWA constituted in 2012 which automatically got dissolved in 2017,” Pandey said.

Pandey said that in the year 2012, only one tower of the project was constructed and the residents of that tower formed an RWA body. Later, when residents started filling in other towers, they raised an objection, and due to this conflict, the election never happened, and the body finally got dissolved last year.

Pandey also claimed the earlier RWA was destined to dissolve. “Initially, the project was named as Rishabh Paradise, and RWA was also registered in the same name. Later, the project’s name changed to Rishabh Cloud 9. Then, the RWA was dissolved to get registered in the new name,” he explained.

On asking why it is taking so much time to constitute new AOA, Pandey said that although the RWA is dissolved, the deregistration of earlier RWA is still pending in Deputy Registrar’s office. “And, after that only, a new AOA would be constituted,” he said.

Green Heaven Apt, Dwarka, hosts a musical evening for community singers


Sunday evening at Green Heaven Apartments in Sector 4, Dwarka, saw musical talents from the community take centrestage. Community-based Dwarka Kala Sargam organised the event, which was themed on the songs of famed music director Shankar Jaikishan.  

The evening started at around 7pm and continued till 9.30 pm.

The audience was kept regaled with both solo and duet tracks, and quite a few were sung by senior citizens.

One of the singers and a resident of Jagran Apartments in Sector 22, Pramila Malik, said, “We are not trained singers, but we sing because we enjoy it.  These evenings are memorable for us — and we never miss them.”
Another performer Ritu Dogra shared, “Singing makes me feel good. I always practise for such evenings. It’s a great opportunity for us to bond over music.”

Dwarka Kala Sargam is a community-based eclectic group of singers, including housewives, senior citizens, college goers.  

Shashi Jain, who is the secretary of Dwarka Kala Sargam, and a resident of Mass Apartments in Sector 10, anchored the programme.

She  said, “We all are singers out of hobby and enjoy songs that remind us of our days. Our group has people who either have a musical background or sing well. So, it's an effort to remember the yesteryears.”

Noida: Pregnant woman injured after lift falls in Nirala Aspire


A pregnant woman fell unconscious on Thursday evening after her lift fell from the fourth floor to second floor of Nirala Aspire, a high-rise in Noida Extension. Shalini Srivastava, a resident of Tower-D of the society, is in the fourth month of pregnancy.

The lift was stuck at the second floor for more than ten minutes. This is not the first time that a mishap in the lift has occurred in the society, complain the residents, but the builder is not ready to take any action. Noida News

Rajesh Sharma, a resident of the society, told City Spidey that people have been facing problems with the lifts for a long time. “Shalini was immediately rushed to the hospital by her husband where the doctor advised her bed rest for the next 10 days,” Sharma said.

The residents of the society called the police after the incident and have given a written complaint against the builder. “On September 16, another resident was injured after suffering a free fall in the lift. He was also stuck in the lift for more than 10 minutes,” said a resident.

“We are paying maintenance charges of Rs 1.85 per sq ft plus GST to the builder but the facilities provided are totally sub-standard. We have complained to the builder and the staff innumerable times but they just don’t care,” Sharma said.

According to police, they will call the builder to resolve the issue. “The lift mishaps have increased lately and the builder needs to resolve it,” the police said.

Homebuyers of Amrapali Heartbeat City, Noida, now take to cricket to vent


Hundreds of homebuyers of Amrapali Heartbeat City, a stuck project in Sector`107 of Noida — developed by Three Platinum Softech Pvt Ltd and Pebbles Prolease Pvt Ltd — protested at the project site by organising a T10 match for the women and the children.

According to buyers, the developers changed the project layout without consent of the homebuyers. The location meant for the club has been sold to Mahagun builder, and the builder has put barricades around the area.
Buyers also alleged that capital collected from them has been diverted to other projects.

Puneet Parashar, a homebuyer, said, “The project was sold to buyers with the name Amrapali, but now Amrapali says that it is not directly involved, and Three Platinum Softech Pvt Ltd and Pebbles Prolease Pvt Ltd are constructing the project. There are no timelines for completion and the matter is now stuck at the Supreme Court.”

“We want home loan EMIs to stop right away; refund of service tax given to the government; and accountability from Noida Authority and the administration. The CM must take strong action to bring back the money siphoned off by Three Platinum Softech Pvt Ltd and Pebbles Prolease Pvt Ltd. We cannot afford to continue paying EMIs and rent forever!”

RESIDENT SPEAK: No place for pedestrians in Sector 29, Noida


Pedestrians are a neglected lot in our country. People walking on the roads have always had to face apathy of motorists and road planners. I think they are the most vulnerable of the lot who sometimes pay a hefty price for no fault of their own.
The main reason for this is that our cities do not have enough footpaths and walking areas dedicated for pedestrians and whatever few we have aren’t maintained by the authorities.

One such case in point is the neglected state of the footpath opposite Army Public School, on Shaheed Smarak Road in Sector 29/37 in Noida. It is one of the busiest roads of the area particularly during morning hours when schoolchildren board their transport. 

The majority of the footpath is covered with overgrown wild grass making it impossible for us to walk here. We are forced to take our morning walks on the main road amidst the honking of vehicles and chaos.

Small children have been forced to negotiate their way through heavy traffic twice a day. It looks like the authorities are waiting for an accident to happen before doing anything. 

I had complained about the situation to the Noida Complaints Call Centre on September 14 and followed up again on September 17 and 20, but nothing has been done so far.

I request the authorities to look into the matter and help us out.

Noida Authority to launch online facility for approval of building maps


To make the process more robust and convenient for users, the Noida Authority has planned to launch an online facility for approval of building maps from October this year. Both the residential and industrial plots will be approved online.

Apart from this, the payment for the same shall also be accepted online.

As per the information, the upcoming building plan management system will be able to process online documents submission, online fee payment, architect registration, building plan approval and approval to completion and occupation certificates. Noida News

“Earlier, the map approval process was done manually. But, now, we have planned to launch a facility for online approval of maps. Once the facility will come into the action, a person can easily get the approval of building map online by just sitting at home” said Alok Tandon, Chairman, Noida Authority.

To apply for map approval online, users can visit the authority’s website and select the online map approval option. They will then be required to make an online profile by keying in details such as name, email id and phone number.

“Consumers will be provided with a one-time password (OTP). After using the OTP, users can log in for map approval. They will be able to upload soft copy of the map and the other required documents,” Tandon said.

After entering all the required details, users will also be able to pay the application fee online.

“After getting confirmation that the consumer has deposited the fee, a message will be generated. The message will be sent to the map approval authority. The authority will then check whether the map complies with the building by-laws and other details. Then, the map will get approval,” Tandon said.

“The entire process will take around 48 hours. If there will be any flaws found in the map, the authority will send an e-mail to the user notifying about the same,” Tandon added.

He further informed that the trial for the new system has been done and few changes are being incorporated currently. He said that the facility will be available to users from October onwards.

In the first phase, the authority will provide online approval for the map of residential and industrial plots while for other properties the online approval facility will be launched in December this year.
