Why are these Gurgaon sectors not paying their electricity bills?

The RWA of Sector 56 has apprised DHVBN of faulty inflated electricity bills that residents were complaining about for some time. Allegedly the billings have been calculated on wrong readings.

Despite constant follow-ups from the RWA, DHVBN authorities have not started to rectify the incorrect bills. While some residents received an amount much higher than their average readings, many others are now scared of receiving bills with arrears. rwa management software
“We have been complaining repeatedly to the authorities. Despite this, they have not reviewed the readings. Only when we receive the accurate bills shall we make payments,” said Sudhir Bhardwaj, RWA president, Sector 56. Gurgaon News
All residents are united in the stand that Bhardwaj has stated.  
A similar issue of erroneous bills has also cropped up in Sector 17B. Since most people are senior citizens who live on savings and pensions, this issue has triggered a lot of anxiety and concern.
“The bills are incorrect and we will not pay until revised bills are issued. Moreover, the power issues here are grave. If you don't have power for six to eight hours in a day, how can the bills rise up like this?” questions DK Gupta, a resident of the sector. Gurgaon Local News
Despite yesterday being the last date of payment for the entire sector, none of the residents have paid up.
Speaking about the issue, Anil Goel, superintending engineer of DHVBN, said, “We are aware of the matter and are trying to rectify the issue. We will review the meter readings and evaluate the bill amounts.”
