With mounting pressure to streamline traffic issue in Indirapuram area, the Ghaziabad traffic police have finally chalked out a plan. Indirapuram news
In a meeting held on Friday between the special task force and representatives of several RWAs of Indirapuram, the police shared its plan with inputs from the RWAs representatives.
The traffic police have identified locations where the traffic issue occurs at large. These points are:
Shopprix Mall area, Vaishali
Jaipuria Mall
Shipra Mall,
Bihari market
Road behind ATS Advantage society
Rail Vihar society
Junction of Bharat Petrol Pump
Aditya mall,
Kala Patthar road
Gaur Green City
The traffic police have planned to deploy more officials at these points. Besides, they have introduced five Traffic Mobile (TraMo) vehicles, a two-wheeler, for the patrolling of Indirapuram. "They would keep a check on traffic violations and would cut e-challan if found any," told Param Hans Tiwari, in charge of traffic, Ghaziabad.
Also, rostering of four fighter vehicles have been increased. Besides, e-challan would prove as a big deterrent in violating the traffic norms, Tiwari claimed.
"One cannot escape e-challans. Once a person is challaned, it becomes mandatory for him/her to pay the fine. Without paying the fine, he/she cannot receive or renew pollution certificate or trade the vehicle on which the challan is issued," Tiwari explained.
However, despite all these initiatives, there are two big hurdles which may fail the whole exercise of traffic control- encroachment and non-cooperation from the Ghaziabad Development Authority.
Encroachment and ever-growing traffic
Encroachment is a major issue in creating traffic situations. "Encroachment by street hawkers and illegal markets are the biggest instigators behind the formation of traffic. Huge encroachments like Bihari Market in Indirapuram creates nuisance not just for the commuters, but for the residents living in the vicinity as well" said Alok Kumar, president of FedAOA.
Last year, after an order of Allahabad High Court on a PIL filed by Kumar, the GDA was directed to look after encroachment and Ghaziabad police to streamline the traffic. While GDA took out a drive and sealed more than 50 shops in Indirapuram and police constituted a special task force to resolve traffic issue from the locality, the situation has not improved even a bit on the ground. At least, not for Amrapali Village society.
The encroachment and the traffic are so bad at Kala Patthar Road that we have to think many times before taking our vehicles on the road. "The condition worsens during peak hours. You can't cross the road on foot without fear of being hit," said Maheshwaran Nair, secretary of RWA of the society.
While GDA seems inept in removing the encroachment, Ghaziabad police may use the law to tackle this. We can imply Section 133 (removal of public nuisance) of CrPC to tackle grave encroachment situation that is impacting the smooth flow of traffic," told ASP Aparna Gautam, Circle Officer of Indirapuram.
GDA and its nonchalance approach
Other than failure in removing encroachments, GDA has further failed in coordinated efforts to manage traffic as well.
On the matter of non-cooperation from GDA, Tiwari told City Spidey that in the last 4 months, GDA has not provided cranes to the traffic police. "We requested many times and district magistrate (DM) of Ghaziabad wrote a letter to the authority in this regard, but they don't listen. We use cranes to tow vehicles parked in No Parking areas," Tiwari revealed.
"This is when the most part of a fine we levy on violations at No parking zone goes to the pocket of GDA," Tiwari added. Traffic police hire cranes to seize vehicles parked in no parking zones. A fine of Rs 1100 is levied on the vehicle owner. In return to the crane service, the GDA gets Rs 1000 out of 1100 of the fine imposed.
