TALKING POINT: Groundwater revival campaign afoot, but funds?



Uttar Pradesh government has initiated a campaign called Bhujal Sena. Under it, all districts are to have teams of 50 -- comprising government officials, students and NGOs -- that will spread awareness among the locals on the importance of preserving the rapidly depleting groundwater. It is also tasked with the revival of choked ponds in the state.     

All is good, but as environmentalist Ramveer Tanwar points out the whole project is working on zero budget, and there are no signs of funds allocation in the future. Can the movement sustain itself without government funds in the long run?
