Oustees of Dwarka Expressway meet HUDA official on compensation


On Monday, a group representing the oustees of Dwarka Expressway, also called the Northern Peripheral Road (NPR), met HUDA administrator Chander Shekhar Khare to demand compensation for their plots in accordance with the policy of 2015.

The 2015 policy, also called the final terms of settlement (FTS), mentioned that HUDA will compensate all oustees — registry holders, and holders of general and special power of attorney (GPA/SPA) — whose lands fell in the alignment of the NPR at New Palam Vihar. The policy was signed in the presence of the Punjab and Haryana High Court between HUDA and the oustees.

HUDA, however, has failed to compensate GPA and SPA oustees, and the matter is pending in the high court. The GPA/SPA holders claim they don’t yet have a word of assurance from the HUDA on compensation.

The high court is expected to hear the matter on March 13.

Monday’s meeting comes after HUDA staff pasted notices on Friday at various places in New Palam Vihar, asking oustees to vacate their plots.

Recently, the HUDA administrator had also said it would approach the Supreme Court to vacate the stay on acquisition of land from GPA/SPA holders.

HUDA has compensated 30 oustees with original registry till date with alternative plots at Sector 110A. Rest of the oustees — GPA and SPA holders — are still waiting for compensation.

HUDA administrator Chander Shekhar had visited the area a week ago to check the situation first hand.

Work is stalled on a 1.4-km portion in New Palam Vihar and a 500-m portion at Kherki Daula due to a litigation related to land acquisition. NHAI has planned an elevated road on the NPR, between Delhi border and Basai flyover, and is waiting HUDA to hand over land at New Palam Vihar and Kherki Daula.
